The mission of the Munich Security Conference is to “address the world’s most pressing security concerns”. These days, that means climate security: climate change is the ultimate threat multiplier, and anyone discussing food security, political instability, migration, or competition over resources should be aware of the climate change pressures that are so often at the root of security problems.

As the second week of COP25 begins in Madrid, it is time to stress once more the importance of building momentum for adaptation. There is obviously a need for adaptation planning, implementation and financing. However, so far only seventeen countries have presented National Adaptation Plans (NAP) - despite international partners providing important support.

European peatlands could turn from carbon sinks to sources as a quarter have reached levels of dryness unsurpassed in a record stretching back 2,000 years, according to a new study. This trend of “widespread” and “substantial” drying corresponds to recent climate change, both natural and human-caused, but may also be exacerbated by the peatlands being used for agriculture and fuel.

The severity of desertification and its mutual relationship with climate change cannot be overstated. In light of the recent launch of the Special Report on Climate Change and Land by the Intergovernmental Panel on Climate Change (IPCC), Robert McSweeney from Carbon Brief explains what desertification is, what role climate change plays, and what impact it has across the world.

Two events in August 2019 underlined the complexity of paving the way to a climate-neutral world: the publishing of the new IPCC report and the Amazon fires. Both events demand that climate diplomats move beyond a narrowed focus on energy in decarbonisation debates.

“Climate Security risks will materialise in very different ways and forms, whether we talk about  Lake Chad or about the Arctic, Bangladesh and the Small Island Developing States,” said the EU’s Ambassador to the United Nations in New York, Joao Vale de Almeida, in his opening remarks. “But for the EU, there is no doubt, as underlined in 2016 in our Global Strategy, and reaffirmed by the 28 Ministers of Foreign Affairs, that climate change is a major threat to the security of the EU and to global peace and security more generally,” he said.

As India grapples with the worsening impacts of climate change, the need to strengthen its adaptation efforts has become more significant than ever. Climate diplomacy and mainstreaming climate adaptation into the most vulnerable sectors could provide some solutions to overcoming barriers, such as the lack of sustainable funding.

No country is immune to natural hazards, but for fragile states, the effects are even more severe. Mostly, conflict prevention and humanitarian aid are seen as more pressing priorities to protect livelihoods there. This pushes efforts of climate change adaptation and disaster risk reduction to the bottom of the priority list and results in compounded pressures.

Women are vital for effective climate policy making and implementation. In South Asia, more needs to be done on systematically integrating women into policy processes - as active stakeholders and not merely as victims of climate risks.
