Time is a Luxury We Cannot Afford: How to Prevent Climate Security Risks

On November 17, adelphi hosted a high-level panel discussion on “How to prevent climate security risks?” at the German Pavilion at COP23. The panel discussion was an opportunity to take stock of what has been achieved and to deepen the discussion on how to prevent climate-related risks and incorporate them into policy planning.

Peacebuilding as a strategy in climate-sensitive contexts

Climate change is a threat multiplier, and international interventions should not make things worse by ignoring climate-security links. In this video, Henk-Jan Brinkman, Chief of Policy, Planning and Application of the United Nations Peacebuilding Support Office (PBSO), argues that one needs to build a peacebuilding approach that includes climate. Vice versa, programmes have to consider the conflict dynamics in climate adaptation and mitigation programmes. He gives an interesting example from Somalia, where UNICEF runs a project that combines inclusive peacebuilding and climate action.

Despite general political commitment to cooperation, water policies in Central Asia are largely driven by uncoordinated and partly contradicting national strategies. By raising awareness of these costs of inaction, and by setting out a variety of pathways towards eliminating them in the future, the present report seeks to encourage and support Central Asian policy-makers in strengthening regional water cooperation and improved water governance.
