Lake Chad Basin Report by UN Secretary General - Security Council 2017

On 13 September, Under-Secretary-General for Political Affairs Jeffrey Feltman briefed the Security Council on the Secretary-General’s 7 September report on the situation in Lake Chad Basin region (S/2017/764). The Council requested the report in resolution 2349, which it adopted on 31 March following its visiting mission to the Lake Chad Basin in early March.

Brazil, Russia, India, China and South Africa (BRICS) adopted the ‘BRICS Leaders’ Xiamen Declaration,’ reaffirming their commitment to fully implementing the 2030 Agenda for Sustainable Development, committing to enhance BRICS cooperation on climate change and expand green financing, and agreeing “to take concrete actions to advance result-oriented cooperation in such areas as prevention of air and water pollution, waste management and biodiversity conservation,” among others.

As global temperatures rise, warmer air and oceans are expected to fuel stronger hurricanes, with dangerous consequences.

What are solutions, or approaches, to climate change and fragility in the Lake Chad region? How to tackle compound problems such as climate change, migration and terrorism? Dan Smith, Director of SIPRI, explains why the Lake Chad Basin is one of the greatest trouble spots of our time, and what measures need to be taken. The most important is governance, followed by actual security measures, and management of scarce water resources.

Women are disproportionately vulnerable to the effects of climate change. Although India’s national climate change action plans recognize this and include a gender dimension, female participation in policy making and climate diplomacy is negligible. Dhanasree Jayaram argues that the South Asian region as a whole urgently needs to deal with gender issues in climate diplomacy.

Newsletter

In the ECC Newsletter Edition 04/2017, read about Fiji's priorities as a host to the next UN climate conference; discover climate change from the perspectives of gender and urbanization; explore 10 cases of water conflicts worldwide; and find out how the military can play a role in India's environmental security. The newsletter also features explanatory videos on the ongoing Lake Chad crisis and on global food security in times of climate change.

In this video, experts discuss the role climate change plays as a multiplier of food insecurity and security risks. Key aspects include shocks in food production and the disintegration of livelihood systems, putting increased pressure on local populations that are dependent on agricultural activities. What can be done to secure lives and livelihoods in times of unprecedented global warming? What are activities that should be supported by global governance for curtailing climate-related risks to peace?

The impacts of Hurricane Harvey continue to be felt in the southern US. The events have sparked early debate over the links between the hurricane and climate change. Commentary from scientists suggests that warming is likely to have intensified its impact. Nevertheless, many other factors are likely to have played a role. These include Houston’s population explosion, continued building in flood-prone areas and subsidence due to groundwater over-extraction, media reports suggest.

The world’s most extensive humanitarian crisis since 1945 is currently playing out in the four countries that surround Lake Chad: Cameroon, Chad, Niger, and Nigeria. Multiple stressors converge in the region. Unemployment, violent insurgencies, poverty and depleting resources interact with climate change and create a perfect storm of climate-fragility risks. The international community must act, in order to secure lives and livelihoods.

In this video, Anders Jägerskog highlights water as a clear example of the linkages between climate and security in the Middle East and North Africa. Drought and increased variability in rain patterns that impact ground water levels pose severe challenges to water cooperation between countries in the region. Jägerskog is counsellor at the Swedish Embassy in Jordan.
