Climate negotiations take place in climate governance frameworks, under the umbrella of international organizations. Meanwhile, climate action is happening on national, local and non-governmental levels. How are these two instances connected?

The discussion paper "Improving coherence in the post-Paris global climate governance architecture" from the EU CARISMA Project sheds light on climate action taken outside the UNFCCC, highlighting international legal regimes, mini-lateral climate coalitions and actions by non-Party stakeholders. With a focus on the Paris Agreement, it analyses the connection between climate action and the United Nations climate regime. The discussion paper offers three suggestions for the strengthening of these relationships: (1) enhancing the visibility of non-UNFCCC climate action; (2) developing operational linkages; and (3) monitoring and review.
